False Advertising and lies

I heard an outsurance advert advertising a 24 Year old lady driving a 2014 VW Polo Trendline and is paying R300 odd for her insurance and to sms your name to a number to have Outsurance call back and quote. If they can't beat the quote you get R400 back.
I sms'd my name, an lovely gentlemen phoned me back and assisted me however, the best quote I got was R1500 which is double what I am currently paying with an excess of R5000 and my current excess is R2500.
The agent that assisted apologized for not being able to provide a better quote and said even if I took a bigger excess they would not be able to reduce the premium.
My question is how did the 24 year old driving the same vehicle has me have a lower premium and Outsurance could clearly not beat my current insurance premium but did not offer the R400.
I am going to take this up with the relevant bodies, as 1. Direct Advertising is not allowed and it is false advertising.
