Exhorbirtant Excess repair fees

My car (Mercedes c200- 2007) was involved in two separate accidents. The damage is on two different areas of the car.The incidents occurred within a month. I lodged a claim at Outsurance. They said i need to pay +R5000 per claim. The panel beaters have assessed both damages to be a total of +R23000. Since Ive lodged the claims together , should it not be considered as one claim ? I've spoken to Outsurance, but with no joy. Please help!!
