Don't want to pay me after I opted for payout option due to lockdown.

My car went to the 1st panelbeaters on the 19th of October 2019. I had to take it back because they did an awful job. When I got it back, once again it didn't look any better. The assesor had a look at the workmanship and confirmed that it was poor workmanship. On the 16th of March 2020 I took my car to the new panelbeaters. Because I have car hire on my policy, Mpho said that I can either opt for the payout option or have Outsurance rent a car for me. I opted for the payout option. Outsurance paid me at the rental rate for a month because that is how long the panelbeaters said they will need to have my car fixed. Then lockdown happend... I rented a vehicle from a family member because we still had to drive to the shop everyday to buy food because our fridge was giving problems. I paid the family member upfront. When I asked Mpho that they carry on paying me because I opted for the payout option he said that they are not going to do it because the lockdown is out of their control but it is also out of my control! He then said that I must send him the invoice for the car I rented so then I rep**** to him: "You gave me the option of a rental car or payout the money. You didn't specify where I should hire a car. I thus do not have an invoice as I rented the car from a family member on good faith." This was sent on the 20th of May and I am still waiting for his reply. I feel that Outsurance needs to pay me from the 16th of April up until next week because that is when the panelbeaters said my car will be ready. If my car was fixed correctly the first time, I wouldn't be sitting without my car right now!
