Disappointing response from outsurance

I'm really disappointed at outsurance, my mom has been a loyal client for more than 8 years. Her building structure was affected by the earthquake early this year. She called her insurance and submitted a claim, outsurance is refusing to fix my her roof and only agreed to fix the walls. She's a pensioner and doesn't have money to pay for the roof can someone please relook into this claim.
