Delay in claim

I called and reported my claim after finding my car scratched at a shopping centre with no note from the culprit. I was given a place to take it for an assessment which I did next day, Cameron came back to me and told me Outsurance had no suppliers they are contracted to in my area of residence yet when I took the cover I gave them my address and car make. He advised me to find and supplier where I live and keep him updated, I consulted the dealership and was advised to take it to Hugo's as they will do the job in standards set my BMW, the quotation is R2000 and some change extra than what the assessor quoted for Outsurance. Now I'm expected to pay the extra amount that falls outside the assessor quote including excess, it my fault that Outsurance does not have suppliers in my area of residence? Why must I pay my premiums monthly and when it's time to claim be subjected to delays and ridiculous demands? Cameron's attitude is sarcastic and rude, my claim is being delayed unnecessarily because I told him as much.

I'm very frustrated with Outsurance at this stage!!
