Cancel of policy

I have now numerous times tried to cancel this policy OT***8 via Ms Hurwitz send her an email detailing that I cannot afford this policy at the moment she has ignored my requests and the policy gets returned now it is showing on ITC record as in arrears ... I want his policy cancelled with Immediate effect and my ITC record updated accordingly with no arrears
