Bad service/false information by Outsurance

Bad service by a consultant that called me after I mentioned that i would like to cancel my policy since i got a cheaper quote somewhere else. He called and offered me a discount. We agreed and he said he would call the following day to finalise everything and send me amended documents. He didn't call so i decided to call outsurance and i was told the policy has not changed . When i requested for the call recording. I was told that the part where we talk about discount is not in the recording. I requested for recording which am still waiting for. How can I decide to stay if we did not even talk about premiums???
