400 R cash-back just a hoax?

I got my quote form Outsurance but it was more than 800 Rand more than what I pay at the moment at a competitor. So then, will you guys pay me the widely advertised 400 R seeing that you could not better my existing premium or is this just a cheap marketing gimmick?
