Child ****** by party planner/supplier

Oumesh Ramchet advertises at the Child Welfare Fairs and I booked him after seeing what he had to offer. We corresponded via email and I chose the package and got good feedback from his references. I paid a deposit via eft. A week before the party, I met wth him and his wife at the venue and discussed the party.<br> On the day of the party, he pitched up with 1/3 of the items to set up and assured my husband other contractors were on their way to deliver as well. He advised he had another party and would be back at 2:30 and asked my husband for the balance payment due to him which he took in cash. When I arrived at the venue, chairs, trestles, party packs etc were short delivered. I called Oumesh and he advised he will be there shortly. He arrived at 1pm with a further 20 chairs (not the full order) and cried off from doing the function advising me he will refund my money. To date he has made promises which he never kept and refuses to take my calls and does not respond to my mails.
