Cannot get a refund for goods not deliverd

<p>Ouma se Goed - 40 Bree Street, Parys, South Africa</p> <p>On 16 October 2016 I paid her R500 cash deposit for a wagon wheel. She said she travels to Johannesburg regularly and I agreed to meet her at a place convenient to her to pick it up. After 3 failed attempts to get a delivery comfirmed I requested that my money be refunded. It is now 3rd December 2016 and I have not received the money. Promises have been made to produce a proof of EFT, but nothing has happend. More promises have been made to "check and deposit cash is something was wrong with the EFT", nothing has happened.</p> <p>I have now been forced to contact the Consumer Council to help resolve this issue. </p>
