Poor services by the Manager (Mr Govender E).

Please advice me, here is my problem: I have a contract with C Cell and it was debiting extra by R8 x 24 = R192 and the manager agreed to return the amount. We agreed to forward the amount before the 4th of August then now am calling him , he doesn't hold or want to talk to me. What can I do? Can I reverse the debit month end so that he (Mr Govender Ellon) will call me. Please advise and help me.
