Unfair rental practices

The agent has no problem breaching their own contract. They are the proverbial paly ground bullies, infringing on tenant rights without any shame knowing that most tenants will get fed-up and move out without taking them to task for breach of agreements. They even have the audacity to willingly through around the RHT's details and challenge tenants to take them on. You log a problem with a property, the take 9 months to react, and when they send out people to "remedy" the situation they charge the tenant. They act as if there are no governing laws in the country, and when you eventually take them to task via one of the official channels the block your utilities, to inconvenience you further and when you fight the fact they charge you to re-activate your utilities.
