Delay in feedback

I ordered d paid for a car part and this part was delayed and boone has updated me on the delay. All i get it it getting shipped when requesting the waybill bo response. I then cancelled this and it was still delivered which i did not accept. It was returned and after numerous whatsapp and calls no feedback on my refund. Who can i speak to regarding the as the people there are changing with out notifying the new person of this.
