Refund not paid for services not perfomed

I requested a COC as I was selling my apartment. They sent me an invoice that I had to pay in advance before they come out to do the inspection which I paid (20/05/2022). After the inspection they noted certain things that needed to be fixed/replaced and sent me quote. I showed the quote to my husband who is also an electrician, he found the quote and some of the items listed ridiculous. We therefore declined the quote. I requested a refund since there was no COC issued, to this date (28/03/2023) I have note been refunded.
