Empty promises and lies

We booked this venue and paid a deposit for our wedding (wedding date:26 August 2017) in May 2016. The new owners just took over the place and a lot of renovations were to be done. They assured us that if we were not happy with the progress they made by December 2016 they would refund our deposit (it also does not state anywhere that the deposit is non-refundable). We had a look at the place again in December and practically nothing was done so we asked for our money back. The agreed to pay but every time we asked them when we could expect the payment they said at a the end of the month or week. We still haven't gotten our money back. The owners have a bad attitude and are unwilling to help. The service is poor and the place is a dump.
