Order not delivered

I got a notification on 17 June that my order is out on delivery, the order was never delivered. Today, 18 June I call to track it because when I track it online it still shows the out on delivery status of 17 June, I was then told that if I don't get it today I will receive it on Monday. I then tell the lady on Monday there won't be anyone home so I want to change delivery address, the lady told me I can't do that because my order is already out on delivery. Why is it that when an order is out on delivery and not delivered same day for whatever reasons I don't know, then not delivered on the next business day? I can't gift my husband for father's day because y'all fail to do what you're supposed to do. Please remedy this situation.
