no cancellation on Loan, but never received the loan

I app**** for a loan through Omega finance, up to date I haven't received any loan yet, and they are just requesting upfront fees from me. They have also send me a contract from Bar. BW, Makhubu Associates in Milnerton Cape town, but still no loan amount was paid out to me. I contacted the warsapp number *** and still there is little communication wrt the the loan. I wanted to cancel as this is becoming a hassle , and they said no, I cannot cancel anything, but no monies was paid to me. When I tried phoning the office, nothing happens. Please help, as I paid upfront fees and nothing has been done and no cancellation is possible.
