Vote of no confidence

How do I file a vote of no confidence against the Motor Industry Ombudsman becouse they only represent the dealers not the custumers and I have experienced that first hand after they only listen to the dealers story and made a rulling against me without clarifying the facts with me first and I have hear d alot of people complaining about them.
