I am not getting refunded

I made an EFT of R3245.00 including R150.00 delivery cost to Online Car Parts t/a Hemisphere One on the 19th of November 2014, for a BMW E46 Individual bumper as per the picture on their website and after being poorly serviced an unprofessionally treated by the Manager Clive Naidoo for trying to deliver an incorrect bumper, I refused to accept the incorrect part and they started ignoring all communication with me and even ignored all communications which were sent by both MIOSA and The NCC. Although this case was reported to MIOSA on the 15 January 2015 and a ruling against Hemisphere One was reached and a confirmation emailed to me by Rejoice Ngwenya on the 24th July 2015, I am still not refunded and even MIOSA and The NCC are not responding to my communication. Please advice.
