5 Months No Ruling of Compalint

Why is it that the MIOSA takes 5 months with no Outcome / Ruling of a complaint as yet? All they can say is that your complaint is with the relevant case worker and in the que pending a decision / ruling. Please do not call again as you will get the same response everytime, we will call you when a decision / ruling has been reached. As soon as your file comes / pop up a ruling will be made. This has been going on for 5 months now. In the meantime I am incurring more and more expenses due to a incompetant and a ************* service provider. What am I to do ? Please help.
