Don't know how to pay activation fees for grants and loans

Why is it when dealing with banking staff and or consultants they cannot provide solutions to any type of request that involves paying out money in order to receive money?

Like grants and loans specifically and activation fees any type of outgoing fees payment is insufficient funds or short of documentation unless there is money already in the bank account to use to pay with I hope, but I cannot create a proof to view the theory.
