not doing their duty

2 years ago i complained about this practice and still no answer or reply,we have been waiting 5 year for our water and lights refund and each time i phone they have stories, they get paid to manage your home sale but as soon as its done you don't get any other service.my father has since passed and still my mother is waiting. they said the municipality owes me the money yet i have all the documents and reffreces from them
