Breach of Contract. Ripping people off

I was instructed to pay an excess amount of R2 400.00 today when I took delivery of my car (Fiesta). There was an excess amount of R500.00 paid last year (2014 Jan) when my Son was involved in an accident. As far as I know, I opted for a no excess policy, but was shocked to learn that this has changed. My welcome pack confirms that i dont have to pay excess. I therefore want the R2 400.00 I paid today, as excess refunded into my account as a matter of urgency. Last week, I was contacted and informed that I have to pay R2 400.00 (that which must be paid by a driver driving with a learner's licence) and was told of additional excess for my Son. I informed the consultant that I know that I don't have any additional excesses to pay for, because I took insurance on a no excess condition. My Son is driving with a drivers licence which he obtained four years ago but i was told to pay R2400 excess meant for a learner driver. The welcome pack confirms that I had taken insurance on a 30 day package but was told today that I had opted for a 15 day car rental period. When was this changed between Jan 2014 and today? Who changed it and who gave permission to have that implemented?
