Unpaid withdrawal.

I made an emergency withdrawal on my education policy and timed it to when the emergency would arise. Old Mutual asked for missing information and I've provided it. Called Old Mutual to find out when the money would be paid to my account. The agent representative assured me that the money would be in my account by the end of last week as it was still undergoing pricing. Today is Monday, nothing from Old Mutual in my account. My emergency is now critical and I feel like I've been misled. What does one need to do in these kind of scenarios?

I've also been on the phone for over ten minutes trying to get a hold of them. I still don't understand why I need to pay to ask what's happening with my money.
