Unable to get funds out on emigration

In order to get your funds out of Old Mutual, you need to get a blocked account from your bank - which takes about 3 weeks and costs R10,000. Then you need to get a tax clearance certificate from SARS in order to approach the Reserve bank so you can request your funds from Old Mutual. So to keep your money they just don't give you your tax certificate so that you cannot submit your tax return. They want to give it to you in June and it is now March. This means getting my money out of the country will take about 9 months and in this time the Rand devalues by 10% every month. Discovery is able to give a tax certificate by the 15th of March. SARS tells me Old Mutual is required to give me a certificate even in March. Old Mutual just refuses!!!!!
