unable to access retirement funds

I have a paid up retirement annuity of R15 700. Told I can’t access the funds because they are more than R15 000. Meaning I have to wait until I turn 55 to have access my R15 700? get a loan and pay interests whereas I have funds idylling somewhere? Come on really. Help us live. We are struggling to keep our heads above water. Honestly. !!!!
