Trying to claim an disablility

For over a few months now I have been trying to assist my ex husband claim a disability on one of his policies and he has been really ill this year and been unable to work. We started the process in April. And we complete and submit the forms and then told that it will take for 14 days to assess. Then when we follow up 14 days later they want another assessment report from the different doctors. He does not have transport and relies on others. I understand that his condition could change but I feel like this is a stalling factor. Surely he has a right to the disability part of his policy that he has been paying for years. Why does it have to be so difficult, he is not claim for fun, but to be able to survive.
