Short paid on my canceled policy

I have been a client of old mutual for some years and have a few policies with them. My most recent experience is when I wanted to cancel my policy. I went to Old Mutual branch in Jhb CBD and was told my payout will be R1200.00. I know for a fact that I made 3 installments of R250 on the policy so minimum payout should be at least R750 but to my surprise I was paid R319. I called the call center on 13 Jan spoke to Deen Muller - and he confirmed with his supervisor: Erasaan Kannemeyer. According to the supervisors' explanation _ I was penalized for withdrawing the money early. What I don't understand is on R750 I'm being penalized R410. More than 50% of what I was going to receive. This is not right. I just want my money and dont want to deal with your company again.
