Section 14 Transfer, a year later and nothing has been done

I have been a client of Old Mutual for 14 years and after all these years I have decided to leave due to my money not growing as expected. I submitted an application through a financial advisor to do a section 14 transfer to my new policy I took out with Momentum. The original application was submitted in October 2022 and I have been following up with my Financial Advisor constantly to which he points the finger to Old Mutual saying that the process is being held up with them(the gentleman he has been dealing with at Old Mutual is Derek January). My funds have not been growing for 11 months after being told it would only take three months. I don't really care who's fault it is, I would just really like to get this resolved.
