Refuses to Pay out

I have an account with old mutual and after a number of years you are suppose to be offered cash back on your premium's but unfortunately this was not the case for me.I requested this and was not even given a proper response but except there is no cash back due to you at the moment.

This was made as a promise to existing customers now why all of a sudden is it a problem?
