Refused access to my money

I don't understand why I can't any longer withdraw from my policies. What is the point of having money but when you really need it you are told that you are restricted till 2023! I cannot go for loans when I have my own money with you. I wanted to do the withdrawal but was refused, I opted for canceling one policy take the money that I need and re-invest it again, still I was refused. This is my money and need access to it.
