Refusal to pay out policy

Good day, I invested in a retirement annuity at Old Mutual in 1993.In 2008 ,i took out another retirement annuity with Old mutual again.Now i want to cash out my investment,but they tell me that,they can only give me a 3rd of my investment and the rest will be paid monthly.My problem is that ,when i took this investment they did not tell me about this 1/3.All i knew was that, when i want my money after age 55 it will be given to me,can you please help me.
