Refusal to cancel my policies

How can you be restricted to cancel your policy. I have 2 educational policies I needed to make a withdrawal because I am facing some financial difficulties. Last years school for my kid is not paid and am behind with the levy and have come to take my stuff today. Even when I say I need to cancel the policies I am told that I can't. That is just not right. I need that money.
