Old Mutual Refusing my RA withdrawal without giving reason

I took a retirement annuity with Old Mutual and due to financial difficulties I stopped contributing and I had approximately R8500 in the fund and I know by law if your funds are less than R15000 you can withdraw from the fund when you surrender, however Old Mutual has been of no assistance to me I have made calls and sent emails they are saying I don’t qualify for a withdrawal but not giving me the reasons and refusing to let me know how much is in the fund. The bullying i have been receiving from Old Mutual is unbelievable. Refusing to tell me how much is in the fund and refusing withdrawal without giving reasons and yet this is my money!!!
