Old Mutual not paying paid-up benefits on retirement policies less than R15 000 as per their policy document

I have two retirement policies with old mutual. One is paid up with total contributions less than R15 000. They refuse to payout the money saying I will get it when I reach retirement. The is a monthly charge of R23 on the paid up benefit....so every monthly my contributions are decreasing. I am afraid when I get to 55 there will be nothing left in the account. I have gone to their branch in Modimolle and it's hard to deal with *********** people and a company that does not listen to it's customers.
