Old Mutual holding on to pension money and not paying it out

I am transferring my pension from Old Mutual to another company due to the high fees changed by Old Mutual. The new company requested proof of payment from Old Mutual on the 15th of November 2019. It is now more than 2 months later and still no payment. I also checked online and my Old Mutual investments have been sold, so this means Old Mutual is just sitting on my pension money and not paying the money over to my new pension provider. This is completely unacceptable.
