I want my refund. Falsely advise by a consultant

I approached a consulted I know to open a policy for my mom then he advanced me not to open a new one as I hv an existing policy rather do an add on to my policy reason being I will not hv a waiting period. 5 months down the line when I check I hv a new policy that I am paying of R 404 with a cover of R 30 000 for my mom only, while I was promised an add to my existing policy which has the same cover of R 30 000 for R290. When asked the consulted about this he then asked for my account number saying it's for refunds and said I should sign a permission of disclosure form when I asked what I'm I giving you permission for he then said go to the nearest branch. Went as far as getting the person who he reports to investigate, when I explained my story he promised that the consultant will pay but nothing helped I feel that they playing me, Now he is saying he can't force him. I want my money back can't pay for something I already have almost double the amount.
