empty promises

I received a call from Sihle on the 2/12/15 and he proposed a loan that will help me clear my debts and I got excited about and 2 days later he said I don't qualify but I qualify for 14000 and his manager called me to confirm the deal but to my supprise I got another call from Sihle saying this time they can only give me 10000 since I knew I needed money to clear some of my debts I agreed and this time I got worried and I told Sihle that I have been making payments arrangements with people I owe money and he said is fine you can go ahead you will get your money and I said is fine.now I had to send another copy of bank statement because the other one has expired. again I said to Sihle am I really gonna get this money after all this runaround. Sihle said I promise I will come to you so you sign papers for your loan but Sihle never pitched he kept saying I'm waiting for my manager with a car yet he did not come until I send him watzup asking him if he is still coming he later said he will come today rather on the 10th/12 but to my supprise I got an email saying your loan is declined not a call.email with read for yourself attachment.
