Cancellation

I took out a policy in November for retirement annuity with a consultant Ramdayal Raushan. In January 2015 i decided to cancel it. I sent Ramdayal an email on 20th of february he rep**** on the 25th telling me that i need to send a signed letter, which i dont understand because as far as the CPA is concerned i did enough. Now im being told that they will continue to deduct money from my portifolio because i am not paying monthly. Please cancel my policy please Ramdayal and tell me why i must send a signed letter when i never sent a signed anything to confirm taking the policy?
