Beneficiary has no access to her money since July 2019

I would like to share the following : A supervisor administrator is assisting one of my siblings. The consultant keeps her informed. She is not the beneficiary. The consultant blocks the pay out of the beneficiary. Who is my mother How can this be possible. Mail was sent that money will be deposited in a Frail Care Centre. I have the proof.
