Bad service and lack of information

Today I called Old mutual max investment account asking for the funds from my account. I was told that since I have done 2 withdrawals already I won't be able access more funds due to restricted policy what what. I was suprised because I was never told of these conditions because I would have withdraw everything from that investment. Now I am lost on what to do in order to access these funds.....
