Access retirement annuity

I lost my job in January and I don't have any income so I looked at my savings which I have with old mutual. Somehow they opened 2 retirement annuities both are on paid up status with R20 000 something value.now I am told that I can not make withdrawal from them because of government rule. But I am about to lose my house because of non payments. Can't there be a wat where I can access my money to help also with my medical bills
