Absent Bank Managers

I just came from Old Mutual Bank in Maponya Mall to apply for a Loan; I was assisted by a guy named Sphiwe. After the whole process of the application, Sphiwe told me that we need the manager’s authorisation in order for me to sign and get the money. The manager and the 2ic weren’t there, he tried calling other branches but all the branches that he called, all the managers were off they said... So I want to understand that, how is it possible that people work without a manager or assistant manager. I left the bank very disappointed because I sat there for more than an hour for the money I need but I still left without that money because of absent managers
