9% fee for international online transaction on Money Account?

Hi, we made a purchase on Ebay for an amount of +-R13500 today (once converted from US$ to ZAR) and to my disgust an amount of R14700 was charged (a further 9% for what I assume is your transaction fee). Why does Old Mutual charge so much for an international payment in US dollars? According to research other banks only charge around 2% on average.
