UTTER INCOMPETENCE AND ABUSE OF POLITICAL POWER IN THE OFFICES OF THE ANC CHIEF WHIPS BOTH IN CAPE TOWN AND GPL.

In December 2016, Gauteng Parliamentary Constituency Coordinators were issued with FNB bank cards meant for use for monthly allocations with a minimum limit of R 5000 00, and more when and if the need arises after the programme would have been approved. The accumulation of programmes already enrolled meant that by the time the cards were issued coordinators and service providers were already owed. One PCO coordinator during the same December 2016, festive season noticed that the cards after transactions displayed abnormal bank balances; she took an initiative and phoned one of the signatories who were already on holiday who dismissed the said claim. The coordinator proceeded to withdraw money owed to her as per agreement with the managers in charge. At the beginning of 2017, when the offices in the GP legislature were opened, she made follow a up to check if the matter had been picked when she raised it with one finance manager who is one of the signatories, her assertions were further dismissed as baseless, she then to prove her claims went outside the ATM to withdraw money and came back with a slip from the ATM to show the manager who was shocked to see this development. The manager refused to take the withdrawn R 5000 00, as an already withdrawn monthly allocation for the particular PCO office. The next thing the cards were suspended across the Province probably to allow investigations as to how the cards were linked to the main account of the caucus office. Eight months down the line the PCO coordinator who took the initiative to alert the *********** finance managers of the GP ANC caucus office, in September 2017, was arrested for ***** and *******ion and ******** increase of the bank limit without authorisation. No internal disciplinary steps and or measures were taken, until the matter was taken up with the office of the DSG of the ANC only then, around late October early November 2017 that internal disciplinary hearing ensued. The hearing itself was a shambles with the MP who was chairing assuming the coordinator guilty as charged until she proves herself innocent, caucusing with the witnesses and the HR team which was compelled to press charges if any. To date this hearing which commenced last year around October has not been completed despite the hearing having closed and finalized all submissions in February 2018. The next thing when the office of the Chief Whip in Cape Town is asked why the matter had taken so long to finish if they truly believed they had the case? They are saying, they have been given a mandate by Gauteng politicians to dismiss the coordinator because they don’t want her. Now this clearly explains the partisanship of the member of national legislature who has a responsibility to develop and protect the labour laws of the country not to mention the constitutional rights of all South Africans. How can the hearing which according to its HR division had a predetermined outcome coming to the hearing be expected to be objective? This latest development has been again taken up with the office of the DSG together with the convener of MPs in Gauteng and the minister deployed in the office , who by the way, by his own admission, had not been consulted and or appraised with the developments of the case in his own office as a MP deployed. These kind of incompetence and abusive of power for personal political reasons where a norm and expected in the previous term of office and the public, supporters and members of the ANC thought these abuses were a thing of the past only to get a rude awakening under the Thuma mina period of renewal ,unity in the ANC. My borne of contention is why this hearing is taking so long to complete internally, is it because the HR division is still looking for a discernible cogent and substantive reason to deliver and implement the pre-determined mandate of the previous Chief Whip of GP who himself as we speak is out on serious and damning allegations of tax payers money to the tune of R 1.2bn being squandered? What is also is lack of response from the relevant authorities as mentioned above each time the matter is raised with them, I wonder why and or they know something that they are also divulging? This we all truly believed was the time for accountable and transparent leadership in the organisation.
