Non payment of casual workers

Good day, my daughter is working as a casual worker at the Ocean Basket Mokopane branch. She started in April, got paid once in April but up to now non payment. The casual workers complaint and got promises of later payment. I spoke to head office and they do not care for their name cause it is a franchise, so it is the responsibility of the owners. What to do?
