Children in smoking area

Children allowed to sit in smoking area. My mom and I went to ocean basket oakfields and sat in the smoking area as usual ononly to see two children approximately aged 4 and 12 sitting eating in the smoking area. I complained to the manger stating that I don't feel comfortable with this only to be told it's a difference in culture and maube I am just a difficult customer I am disgusted to say the least.
