Builder keeps 30% of price before job is complete.

While moving from Johannesburg to Scottburgh, I was negotiating with OBERCON in Scottburgh to have a Palisade fence and automatic gate installed before I arrived. I am widowed and elderly, and was pleased to have had some work done by this man before I arrived in Natal. I felt that I knew and trusted him. He sent me a quote for R97 000.00 to clear the bush, install the Palisade Fence and Gate and Motor. He insisted that I URGENTLY paid him 70% of the job, to get the 2014 price, before steel went up in 2015. I paid him in November 2014, and arrived in Scottburgh on the 10th December thinking I would see it all completed. NOTHING was done until April 2015, when a friend of his came and installed half of the quoted for fence, using sub standard steel, who then refused to go on, because he had only been paid R40 000.00 by Mr Oberholzer. I have been forced to get another quote and have someone else complete the work, using better quality steel, for a further R38 000.00. Including gate and motor. I believe that this man sees elderly vulnerable people and knows how to get money from them. I believe that I am not the first person in this town suffer this. He has kept the R29 000.00.
