Starting to give up now

I was involved in a car accident with the state vehicle in November 2017, the insurance told me that the state takes time to pay so I must double the access when they revived the money from the state they ll pay back my money till today I haven't received it. I ve been emailing them since then they telling me that the matter is with their lawyers
