Bad service

I drove on top of rock with a Toyota 1.6 adv. The front bumper and sump got damaged. It was saterday night and i was close to my house . I got out of the car to inspect the damage , i found that the sump is damage. I couldnt informed my insurance company (oakhurst ) at the veryday as it still driveable and about the 3klm to my house. I informed my insurance on the 31 September 2015, two days after the accident. They came and fetch the car to Hendrix Panel beaters burgersfort. The total of damage from the panel beaters is R55 309.41. On our conversation we agreed of an access of R4000.00 for every claim you make. Now that im involved in an accident the insurance company say my access is 15% of the claim with a minimum of R15000.00. So they say I must pay R30000.00 access in order for them to give the panel beater authority to fix the car. They even insisted that if u don't pay access of R30000.00, they will cancel the claim and the insurance too. Because my insurance is not will to help, I today went to the panel beaters to fetch my car .
